This is a book written by people who actually looked out over Victoria Harbour in Hong Kong, who actually walked the night streets of Shenzhen. Nine experts distilled 30–50 years of their backgrounds into one chapter each. The final chapter — Ch.10, "Agile" — is the record of those footsteps.
책 이전에 있었던 것들 What Came Before the Book
이 책은 갑자기 쓰여진 것이 아닙니다. 2007년의 차이나대장정 — 여야 국회의원과 전문가 70여 명이 14일간 중국 11개 도시를 걸으며 기록한 그 여정 — 에서 이미 배양되고 있었던 씨앗이, 17년 뒤 다시 홍콩과 선전의 거리로 돌아왔습니다. The book did not come out of nowhere. A seed already cultivated in the 2007 China Grand March — when more than seventy Korean lawmakers and experts walked eleven Chinese cities over fourteen days — returned, seventeen years later, to the streets of Hong Kong and Shenzhen.
2007년에는 "한국에도 중국을 이해하는 사람들이 있다"고 선언하는 것이 목적이었다면, 2024년에는 질문이 훨씬 구체적이었습니다. 홍콩과 상해를 연결하는 후항통(沪港通), 선전과 홍콩을 연결하는 선항통(深港通) — 이 제도들이 만든 자본의 새 항로는, 한국에 무엇을 의미하는가? 그리고 이 질문은 곧, 한국 건설업, 리더십, 에너지, 예산, 법인세율, 고령화, 도자기 박물관 비전, 아시아 이벤트 수도라는 9개의 각도로 흩어졌습니다. In 2007 the goal was to declare "there are Koreans who understand China." By 2024 the question had sharpened. Hu-Hang Tong connects Shanghai and Hong Kong; Shen-Hang Tong connects Shenzhen and Hong Kong. The new capital routes these frameworks opened — what do they mean for Korea? And the question scattered almost immediately into nine angles: Korean construction, leadership, energy, budget, corporate taxation, aging, a vision for a ceramics museum, and Asia's event capital.
Agile — 단어가 방법론이 된 순간 Agile — When a Word Became a Method
Agile은 원래 소프트웨어 개발의 용어입니다. 3차 워크샵이 진행되는 동안, 이 단어는 점점 다른 것이 되어갔습니다. 이 책에서 Agile은 방법론의 이름 자체입니다 — 발로 배우는 여정. 현장에서 관찰하고, 저녁에 토론하며, 다음 날 그 관찰이 어떤 챕터의 뼈대로 자리잡을지 결정하는 흐름. 9명은 각자가 홍콩에서 본 어떤 장면을 씨앗 삼아, 자신의 30년 경험과 맞닿은 한 챕터를 완성해갔습니다. "Agile" is borrowed from software development. Over three workshops, the word became something else. In this book, "Agile" is the name of the method itself — learning by walking. Observe on site; debate in the evening; by the next morning, decide which chapter's skeleton that observation is going to join. Each of the nine took some scene they had witnessed in Hong Kong and grew it, against the grain of thirty years of their own experience, into one finished chapter.
작동원리 1번의 실물 증명. "누구나 자신의 일화를 이야기하면 그것이 씨앗이 되어 세상을 바꾸기 시작한다"는 자강헌의 첫 작동원리는, 이 책의 Ch.01~09가 존재하는 방식 그대로입니다. 9개의 일화가 9개의 씨앗이 되었고, 그 씨앗들이 한 권의 책으로 엮였습니다. Operating principle #1, embodied. Jagangheon's first operating principle — "anyone's anecdote, once spoken, becomes the seed that begins to change the world" — is the very way Ch.01 through Ch.09 exist. Nine anecdotes became nine seeds; the seeds became a single book.

The first footsteps. The authors actually walked Hong Kong's global hubs — the departure point for everything that followed. The early evenings looking across Victoria Harbour, through the LED front of the ICC Building, became the backdrop of all eleven chapters.

A deeper workshop spanning the year-end. This time, Shenzhen's digital innovation sites and Hong Kong's institutional architecture, explored side by side. By the end of this round, the outline of each author's chapter was almost in place.

운영진 두 명, 각자 자리 Two Orchestrators, Different Seats
9명의 저자 외에 책을 가능하게 한 두 사람이 있습니다. 허종규 연구원장이 3차 워크샵 전체를 진행하고, 저작물을 총괄하며, 서문을 썼습니다. 저는 총무로서 워크샵을 지원하고, Ch.10 〈Agile〉 트래블 저널을 집필하고, 전체 원고의 교정·편집을 맡았습니다. Beyond the nine authors, two people made the book possible. Research Director Huh Jong Kyu facilitated all three workshops, directed the overall project, and wrote the foreword. As General Secretary, I supported the workshops, authored the Ch.10 "Agile" travel journal, and edited the full manuscript.
Ch.10을 쓰면서 배운 것이 있습니다. 여정을 기록하는 것은 여정의 일부가 아닙니다. 기록은 여정을 다른 방식으로 걸어야만 가능한 것이어서, 나머지 9개 챕터가 한 챕터씩 뿌리를 내리는 동안 Ch.10은 전체를 엮어내는 실이 되어야 했습니다. 이것이 자강헌 운영 구조의 축소판이라는 것을 책이 완성된 뒤에야 알았습니다. Writing Ch.10 taught me one thing. Recording a journey is not simply a part of the journey. The record had to be made by walking the journey differently. While the other nine chapters were each putting down their own roots, Ch.10 had to be the thread binding them together. Only after the book was finished did I realize this was a miniature of Jagangheon's operating structure itself.
발간과 계엄 사이 — 1년 반의 침묵 Between Publication and Martial Law — Eighteen Months of Silence
책이 인쇄되어 나온 2024년 11월, 우리는 다음 달 국회 의원회관 제5간담회의실에서 여러 정당의 의원들과 함께 공청회에 가까운 토론회를 열 예정이었습니다. 책의 11챕터가 그대로 토론회의 세션 구성이 될 수 있었고, 9명의 저자가 각자 발제자가 될 수 있었습니다. When the book came off the press in November 2024, a forum was planned for the following month at Room 5 of the National Assembly Members' Office Building — a discussion close in form to a public hearing, with lawmakers across party lines. The book's eleven chapters could have become the forum's session structure; each of the nine authors could have taken the rostrum.
그러나 12월, 대통령이 비상계엄을 선포했습니다. Then, in December, the President declared martial law.
국회는 1년 반 가까이 정치적 안정성을 회복하는 데 매달렸고, 책은 독자를 기다리는 상태로 지면에 묶여 있어야 했습니다. 책이 침묵한 것이 아니라, 책을 공론화할 수 있는 공론장이 닫혀 있었던 것입니다. The National Assembly spent nearly eighteen months restoring political stability, and the book had to wait on its printed pages for its readers. It was not the book that fell silent. It was the public forum where the book could have been engaged that stayed closed.
그동안에도 우리는 계속 움직이긴 했습니다. 자강헌의 프레임워크가 정리되었고, DCI 방법론이 구체화되었으며, 홈페이지가 만들어졌습니다. 하지만 이 모든 것이 2024년 11월 책 속에 이미 설계되어 있던 질문들을 1년 반 동안 다른 방식으로 되새기는 과정이었다는 것을, 지금 돌아보면 분명히 알 수 있습니다. During that time we kept moving, yes. Jagangheon's framework was sharpened, the DCI method took concrete form, the website came to life. But in hindsight, all of this was a year and a half of turning over, in different ways, the questions already laid out inside the November 2024 book.
2026년 4월 2일 — 책이 공론장으로 걸어 나간 날 April 2, 2026 — The Day the Book Walked Into the Public Square
국회 의원회관 제5간담회의실, 15시부터 17시 반까지. 이기헌 의원실 공동주최, 황우여 전 부총리의 축사, 메인 발제 〈AI 생태계 재설계〉, 그리고 경제·교육·법률 3개 세션과 종합토론. 책이 1년 반 동안 기다려온 자리가 드디어 열렸습니다. Room 5, National Assembly Members' Office Building. 15:00 to 17:30. Co-hosted with Rep. Lee Ki-heon's office. Opening remarks by former Deputy Prime Minister Hwang Woo-yea. Keynote: "Redesigning the AI Ecosystem." Three sessions — Economics, Education, Law — followed by open discussion. The seat the book had saved for itself, eighteen months running, was finally filled.
토론회의 질문들은 우연이 아닙니다. 〈AI 경제혁명〉의 많은 부분은 Ch.09(적정 법인세율은 0%다)와 Ch.05(예산)의 확장이고, 〈인공지능과 휴먼리더십〉은 Ch.02(LEADERSHIP)의 21세기 버전이며, 〈AI 사법시스템 도입 전략〉의 거버넌스 논의는 Ch.03(Troubleshooting)의 실전 문법이 있었기에 가능했습니다. 책은 토론회의 설계도였고, 토론회는 책의 공론화였습니다. The forum's questions are no accident. Much of "The AI Economic Revolution" is an extension of Ch.09 ("The Proper Corporate Tax Rate is 0%") and Ch.05 ("Budget"). "AI and Human Leadership" is the 21st-century version of Ch.02. The governance threads of "Strategy for Introducing an AI Judicial System" drew on the practical grammar of Ch.03 ("Troubleshooting"). The book was the blueprint of the forum; the forum was the book going public.
다음 챕터는 어디로 Where the Next Chapter Goes
이 책은 끝이 아니라 시작입니다. Ch.06(중국 인물자기 박물관)은 이미 김정배 선생님의 30년 컬렉션 1,252+점을 대상으로 디지털 아카이브 프로젝트로 이어지고 있습니다. Agile 방법론 자체는 AI 시대의 지식 생산 도구인 DCI(Deep Context Inquiry)로 진화했습니다. 9명의 저자 중 여러 분이 자강헌 이후의 프로젝트에 계속 참여하고 있습니다. The book is not an ending but a beginning. Ch.06 (the ceramics museum) is already growing into a digital archive project targeting Kim Jeongbae's thirty-year collection of 1,252+ pieces. The Agile method itself has evolved into DCI (Deep Context Inquiry) — the knowledge-production tool of the AI age. Several of the nine authors continue their involvement in the projects that follow Jagangheon.

If the path nine people walked — and the nine chapters they wrote — are proof of Jagangheon's first operating principle ("any anecdote, once spoken, becomes a seed"), then so too is the anecdote of the person reading this. This book was written to show exactly that.
