2026년 4월 2일, 자강헌(自强軒) 인문과학연구원은 국회 의원회관에서 「인공지능 생태계 재설계: Active Neutrality 전략을 통한 대한민국 AI 생태계의 발전 방향」 토론회를 개최하였다. 이기헌 국회의원실이 공동주최한 이 토론회에는 경제학자, 법률학자, 교육전문가, 기업인, 전직 고위 공무원 등 여야 국회의원들이 참석하였다.
On April 2, the Jagangheon Institute of Humanistic Sciences hosted "Redesigning the AI Ecosystem: The Development Direction of Korea's AI Ecosystem through an Active Neutrality Strategy" at the National Assembly Members' Office Building. Co-hosted by Rep. Lee Ki-heon's office, it brought together economists, legal scholars, educators, tech executives, and former senior government officials from both ruling and opposition parties.

능동적 중립은 기술 독립의 요구가 아니다 — 그것은 환상이다. 종속의 수동적 수용도 아니다. 한국의 AI 스택에서 기반모델, 클라우드 인프라, 운영체제가 압도적으로 미국 것이라는 현실을 솔직히 인정하면서, 그 현실 안에서 레버리지를 구축하는 전략적 규율이다.
Active Neutrality is not a call for technological independence — that would be fantasy. Nor is it passive acceptance of dependency. It is the honest acknowledgment that South Korea sits atop an AI stack where the foundational models, cloud infrastructure, and operating systems are overwhelmingly American — and the strategic discipline to build leverage within that reality.

영국 트라이던트 비유가 핵심이었다. 영국은 잠수함과 탄두를 자체 제작하지만, 핵심 운반체계인 트라이던트 미사일은 미국으로부터 임대한다. 계약을 파기하면 능력은 소멸한다. 한국의 반도체 지배력도 유사한 "주권의 착시"를 만들어 낸다고 토론회는 지적하였다.
The British Trident analogy was central: the UK builds its own submarines and warheads, but the critical delivery system is leased from the United States. Cancel the contract, and the capability vanishes. Korea's semiconductor dominance, the forum argued, creates a similar "sovereignty illusion."

옥윤형 연구위원은 "Ghost GDP" 개념을 소개하였다 — AI 기반 생산성 향상이 GDP를 성장시키지만 대량 실직으로 가계 소득은 감소하는 구조적 괴리. 토론회는 기본소득(Backstop) 대신 Accelerator 모델을 제안하였다: 실직 노동자에게 현금을 주는 대신, AI 기반 1인 기업 창업 도구를 제공하여 복지 예산 소비자가 아닌 세수 창출자로 전환하는 전략.
Economist Ok Yun-hyung introduced the concept of "Ghost GDP" — a scenario where AI-driven productivity inflates national GDP while household incomes decline through mass displacement. The forum proposed an Accelerator model as an alternative to basic income: rather than paying displaced workers to stay home, create AI-powered tools that enable them to become solo AI entrepreneurs.

유영준 연구위원은 사고 과정을 건너뛰고 AI 생성 답변으로 직행하는 세대의 "사고의 외주화" 현상을 경고하였다. 허종규 연구원장은 더 날카로운 비판을 추가하였다: "AI의 폐해는 글을 대신 써주는 것보다, 글을 압축해서 대신 읽어주는 폐가 훨씬 큽니다."
Education researcher Yoo Young-jun warned of a generation that skips thinking entirely and goes straight to AI-generated answers. Research Director Heo Jong-gyu sharpened the point: "The real damage of AI isn't that it writes for us — it's that it reads for us."

주상현 연구위원(전 국무총리실 국장)은 사법 분야에서 AI의 최대 가치가 정확성이 아닌 투명성이라고 주장하였다. "인간 판사의 편향은 블랙박스입니다. AI 알고리즘은 투명하기 때문에 편향을 발견하고 수정할 수 있습니다." 가이드라인 제정에서 '헌법적 AI' 사법 생태계까지의 단계별 로드맵을 제시하였다.
Legal scholar Joo Sang-hyun, former Director-General at the Prime Minister's Office, argued that AI's greatest value in justice is not accuracy but transparency. "A human judge's bias is a black box. AI algorithms are transparent precisely because they can be audited, challenged, and corrected." He proposed a phased roadmap toward a "Constitutional AI" judicial ecosystem.

From semiconductors to satellite navigation, Korea builds world-class components within systems it does not control. The Starlink crisis in Ukraine demonstrated how a private company's terms of service can override a sovereign nation's military operations.

토론회의 주제는 즉각적인 현실적 반향을 얻었다. 불과 하루 뒤인 4월 3일, 이기헌 의원은 국회에서 「호르무즈의 덫, 미국발 중동전쟁과 한국의 대응전략」 긴급토론회를 개최하였다. 최종건 전 외교부 1차관은 주한미군 자산이 한국 방어 전용이 아니라 미국의 글로벌 전력 풀이라는 사실을 지적하며, "반미도, 맹목적 친미도 아닌 — 동맹이 흔들릴 때 작동하는 시스템"을 촉구하였다.
The forum's themes gained immediate real-world resonance. Just one day later, on April 3, Rep. Lee Ki-heon hosted a separate emergency forum on "The Hormuz Trap: America's Middle East War and Korea's Response Strategy." Former Vice Foreign Minister Choi Jong-kun noted that U.S. military assets in Korea are part of America's global force pool, not Korea-dedicated defense assets.
수렴점은 분명하다. AI, 에너지, 통신, 방위 — 전 분야에 걸쳐 동일한 구조적 딜레마가 존재한다. 자강헌이 제안한 능동적 중립은 이 모든 취약성을 통합적으로 해결할 프레임워크를 제공한다.
The convergence is striking: in AI, energy, communications, and defense, the same structural dilemma appears. Active Neutrality offers a unified framework for addressing all of them.
